MPCP Enrollment Cap

State law mandates that enrollment in the Milwaukee Parental Choice Program (MPCP) be limited to no more than 22,500 students.

In 2007-2008, 18,550 students (FTE) are attending 122 MPCP schools.

If the MPCP continues its average growth trends, the cap will likely hit in 2010.

Previous Enrollment Cap

On March 10, 2006, Governor Jim Doyle signed SB 618 lifting the enrollment cap to 22,500 students. The MPCP was previously capped at 15% of Milwaukee Public Schools (MPS) enrollment.

This action prevented a rationing crisis.

Events leading up to the compromise

In October 2005, DPI announced that the MPCP enrollment cap had been reached. Proposed rules to implement a rationing plan for seats in the MPCP were defeated after several choice school administrators argued that no rationing plan could work. (see DPI website for proposal). In 2003, Governor Jim Doyle vetoed measures to eliminate the enrollment cap. See 2003-04 LEGISLATIVE SESSION. Governor Doyle vetoed a one-year reprieve on the enrollment cap in 2005.
