Districts Receive Undue Dollars With New Voucher Model

Starting in 2015-16, new RPCP and WPCP students’ vouchers will be funded similar to the open enrollment. While this ensures there is no voucher amount reduction, public districts unfairly receive a subsidy for students they do not educate due to revenue limit counting purposes.

Below are some models showing how much “skim” would go to public districts throughout the state under varying enrollment projections.

Approximately 75% of voucher students are in grade K-8 and 25% in grades 9-12. Using the current voucher amounts of $7,210 and $7,856, we can estimate how much undue funding public districts will receive.

2,000 Voucher Students

Students                     Revenue Amount

2,000              X          $10,036                      = $20,072,000

Students                     Voucher Amount

1,500 K-8       X          $7,210                                    = $10,815,000

500 9-12        X          $7,856                                    = $3,928,000

TOTAL                                                                        = $14,743,000

TOTAL SKIM = $5,329,000: the cost of approximately 710 vouchers

5,000 Voucher Students

Students                     Revenue Amount

5,000              X          $10,036                      = $50,180,000

Students                     Voucher Amount

3,700 K-8       X          $7,210                                    = $26,677,000

1,250 9-12     X          $7,856                                    = $9,820,000

TOTAL                                                                        = $36,497,000

TOTAL SKIM = $13,683,000: the cost of approximately 1,824 vouchers

10,000 Voucher Students

Students                     Revenue Amount

10,000            X          $10,036                      = $100,360,000

Students                     Voucher Amount

7,500 K-8       X          $7,210                                    = $54,075,000

2,500 9-12     X          $7,856                                    = $19,640,000

TOTAL                                                                        = $73,715,000

TOTAL SKIM = $26,645,000 the cost of approximately 3,552 vouchers
