The number of schools in the choice program has steadily increased over the last several years. There are currently 403 schools participating in one or more of the programs, and this number is set to increase for the 2025-26 school year. One thing is clear: parents are seeking private educational options for their families at a growing rate. Many long-established schools join the program from year to year, while others are brand new to their community. This past fall, Summit Academy in Menomonie, Wisconsin opened its doors for the first time and joined the Wisconsin Parental Choice Program. Located inside…

Last week, we shared a bit about Cross Trainers Academy (CTA), a school formed by the Milwaukee Rescue Mission, a homeless shelter located on Milwaukee’s north side. This school provides local children with a Christian-based education that many parents are seeking. Tiffany O. is one such parent who made the choice to enroll her children at CTA and has not looked back since. Upon moving to Wisconsin from California, Tiffany was searching for a Milwaukee school that would support her family’s values and Christian beliefs. She heard of CTA from a family friend who knew of Tiffany’s struggles with the…

School choice is founded on providing low-income families with educational options without worrying about the financial burden that often comes with attending private schools. Cross Trainers Academy (CTA), part of the Milwaukee Rescue Mission, is a prime example of this. First opened in 2006, CTA’s mission is to provide a Christ-centered education to at-risk children on Milwaukee’s north side. Several of the school’s families have been served by the Rescue Mission in some capacity, emphasizing the community’s desire for an affordable Christian schooling option. Don Galster, Administrator and Director of CTA, says he often hears the school environment described as…

At School Choice Wisconsin, we believe that each child is unique, and an array of educational options will best meet diverse needs. Journeys Lutheran School is a prime example of a choice school that serves students with exceptional needs, especially those with disabilities that need high-level attention. Each student is given an individualized learning plan upon enrollment to ensure these learning needs are the focal point of their educational experience. Special needs programs can be quite costly for parents, but Journeys includes these services for all their students who need them. The school features a program called the Crossroads Classroom,…

Wisconsin School Choice Programs Serve Thousands of Disabled Students

January 21, 2025

The News: An estimated 14% of students in Wisconsin school choice programs have a special needs disability, according to a new analysis conducted by the Wisconsin Institute for Law & Liberty (WILL) and School Choice Wisconsin (SCW). The Quotes: Will Flanders, Research Director at WILL, stated: “The data are clear. Wisconsin’s school choice programs serve thousands of students with disabilities—far more than choice opponents acknowledge. The Department of Public Instruction’s method of counting grossly undercounts these students. This fuels a false narrative about private schools’ commitment to serving children with disabilities.” Mike Metoff, Director of Research at SCW, added, “This…

There are numerous Lutheran schools participating in Wisconsin’s four choice programs, which is a strong testament to the choices Wisconsin families make in sending their children to faith-based schools. Kingdom Prep, an all-boys Lutheran high school based just outside of Milwaukee, was born out of the need for more choice seats in local Lutheran schools. Hundreds of applicants were being turned away due to increased enrollment, leaving many families without the educational options they deserve. Kingdom Prep is a unique option for families looking for a school environment that will help their sons build leadership skills alongside obtaining a solid…

Christy M. heard about Academy of Excellence (AoE)’s virtual model from another parent in her community, and her initial thought was that it sounded too good to be true. Her three children had been homeschooled for a few years until attending another local virtual public charter school. Between the lengthy mandated testing and rigid curriculum demands, Christy felt she and her family could not keep up with the requirements for that school while giving her children a beneficial education. Upon enrolling in AoE, Christy was met with manageable accountability measures and a curriculum that was flexible enough to fit each…

Many people associate private schools with being religiously affiliated; however, there are secular schools in the Private School Parental Choice program. One such school is EverGreen Academy, comprised of two campuses with over 400 total students. Hillary Huck, the school’s Director of Operations, reports that enrollment at EverGreen has little (if anything) to do with market advertising; rather, families hear about the school from those in their community. Personal references are the top reason why parents choose to send their students to EverGreen, coupled with the fact that the school is an affordable option for parents seeking non-religious private education…
